SpendFile | Update to Compliance Review Flags

Effective July 15, 2024, Reviewers of Documentation Folders will be able to mark a Compliance Review Requirement as Not Applicable.  To mark the Compliance Requirement flag, simply click the flag until it turns grey.  See image below.

Additionally, we have added verbiage to clarify the colors of the Compliance Review flags, i.e. Pass, Fail, or Not applicable.
